SCS SB 1026 -- VETERANS' PROGRAMS SPONSOR: Cauthorn (Day) COMMITTEE ACTION: Voted "do pass" by the Committee on Veterans by a vote of 11 to 0. Currently, the Executive Director of the Missouri Veterans Commission approves and administers veterans' programs in which the historical significance of veteran service can be dedicated to outreach and education inside public schools, veteran cemeteries, veteran homes, and other institutions. The Veterans' Historical Education Trust Fund finances these programs and is administered by the commission. This substitute transfers the administration of these programs and the fund to the Lieutenant Governor. FISCAL NOTE: No impact on General Revenue Fund in FY 2007, FY 2008, and FY 2009. Estimated Cost on Other State Funds of Unknown in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that a program was put in place to videotape veterans' stories, but the Missouri Veterans Commission wasn't able to complete the task due to other responsibilities. The bill simply transfers the program from the commission to the Lieutenant Governor, who has the time and resources to take on the responsibility. Testifying for the bill was Senator Cauthorn.
